  23409	Vote Down	Vote down posts, pins, comments and replies and thus decrease the reputation of the corresponding user. Downvotes on posts will decrease the user's reputation by 10, pins by 5, comments and replies by 8. Every Downvote will cost you 3 of your reputation points.
  37378	Create Private Chats	Create private chats with users via their profile page. Users can disable that in their privacy settings.
